Were the new push rods the same length as the old ones?

I'm going to keep checking everything that I can when I get back at it tomorrow. My thought is that it surely can't be anything worn out or out of spec, otherwise I would think that it would be consistently the same lifters. I could be overlooking something though. The rods not spinning is a concern.

I'd check lifter pre-load as mention earlier.

Yeah will do. Is it just a matter of eyeballing the lifters to make sure they are not bottomed out at the the top? If they bottom out would that cause them to go soft? Thanks.

You say it is not the pump but in the HR days we would unscrew the plug on the front of the pump and insert a small washer against the spring, to raise the pressure.
May be worth a try.

That's sounds like a cool trick, I never heard of it. I don't know that it's not the pump for sure. Thanks.

Just to confirm firm, you put the washer between the spring and the plug? Is there a risk it might fall out and drop into the pump when running?

Update, pushrods are definitely the same length and the lifters do have pre load on them.

Can't see how that would happen.
In about 71 I had used this trick to raise the oil pressure.
When you undo the plug you will see a spring, which will want to pop out.
Place a washer against the spring as you place the plug back in.
It just puts extra pressure on the spring and for memory there is a piston in there but gees, been over 50years now.
