The tool (scanner) has to be able to have the capability of reading ALDL (obd1) protocol.While I agree there are limitations on what can be done. There is still some functions a Snapon can perform that a paperclip can't, even on these old PCMs.
A lot of the newer scanners don't have that protocol, so won't be able to read the ecu or any other modules on the bus, later cars, it would be called the canbus.
