Yeah, referencing back to a know.
If you trace cal certs you can get back to the standards international in some way.

Read up about the original Kilo weight if you want. It got lighter over time by atoms due to the handling. It's a bit of a funny story when you look into it.

We get all sorts of things "cal'd" at work.
Specialist gear that is used for referencing and proving. Talking to better than a millisecond sensing on times and outputting to parts of a millivolt or milliamp.
We could use it to check our other Equipment, but its easier and less responsibility to handball everything off rather than have a problem with conflicts of interest and so on.

At the tyre stores I have worked at, only once has a torque wrench been calibrated.....I can't remember the process that was done, nor do I know how long since it had been calibrated, as it was done 2 years into an 8 year stint at that shop....

There was never any problems that I am aware of to do with wheel nuts coming off, however if a torque wrench was being used for specific crutial applications, I could see the necessity to have them calibrated

In some over torqueing is a reality.
Back when the Maloo was still a daily I tried one of the front wheels , wheel nuts = I couldn't budge and that was with an 18" ratchet with a 3' gal pipe bar on it !!!

Dare say you can read up on calibrating a torque wrench, but unless you want to pay me $500/hr, I'm not doing it. Not sure if I'd understand it anyway
